In the days before Ricardo took over as Vongola Secondo, Giotto requested that Alaude, his Cloud Guardian, create CEDEF as external advisers to the Vongola in order to split the power of the Vongola in the future. In the following years, CEDEF continued to act as a secret organization independent of the Vongola - much like the Varia of the past. While CEDEF is independent of the Vongola and has little power concerning the Vongola during times of peace, the CEDEF's leader becomes second-in-command of the Vongola during times of crisis and is considered a "second" Vongola. The leader of CEDEF also has the ability to help choose the next candidate for boss and if the two choices differ, each current boss of both families can send a half of the Vongola ring to each candidate and a ring battle will happen.Important Roles

CEDEF is completely independent of the Vongola but they are still considered a pillar of the strongest family. There isn't really much to being a CEDEF member as all that is asked is that you remain loyal to the CEDEF and the boss of Vongola.
